I think, recent information about Leo isn't well known though the world, excepting Korea and Japan.
I checked the information steadily, and I can say definite answer now. I don't say groundless facts.

And these are the proofs.

At first, November 2007, many arcade game magazines said "leo is a boy".This is the Tekken6 feature article in "Arcadia" http://sdtekken.com/tekken-6/november-2007/

And from game system, Leo is close to male character.

1, Leo has "male characters only"moves(ex: a counterattack to Heihachi's bumping of heads).

2, He dosen't has female character's animation(stamp with vexation).

3. Do you know Tekken-net? It is a card system related network. It is operated in Japan and Korea ( Recently Tekken-net system installed in Korea.) There are medal system, players can achieve medals by conditions.

And there are two medals about character's gender.

No.433 I want to be a strong women - gold medal
Clear CPU stages by all female characters.

-> The condition doesn't includes Leo.

No.595 Casanova - special medal
100 win to female characters ( exepting animals )

-> Female characters
Lili, Xiaoyu, Nina, Anna, Julia, Asuka, Christie, Zafina

By these reason, many artists in Korea and Japan draw Leo as a boy :)
